I was unaware that knowing how to right click made someone a "power user".
Actually, it does. A lot of people have never learned how to use right-clicks in the browsers.

Seriously? LMAO. Maybe I'm just feeling ridiculous because I'm at work late but that struck me as a very funny exchange

Jenc: This previous thread should answer your question (at least I couldn't find any more updated information):
http://www.bellydanceforums.net/chat-about-web-site/655-what-user-reputation.html, but I'll quote it below as well:

Restrictions
1. A user must have 50 posts before her/his reputation hits count on others.
2. A user can give 10 reputation points over each 24 hour period.
3. A user must give reputation to 20 different users before she/he can hit the same person again.
4. A user must have a reputation of more than 10 for her/his reputation hits count on others.

And by the way, this isn't the first time the reputation system have been discussed: http://www.bellydanceforums.net/chat-about-web-site/5759-spreading-about-i-don-t-wanna.html

More abouth the reputation system:

Yes but the fact remains that there are not enough contributors. I don't use this feature at all nw. i used to give rep sparingly when I really like a comment, about once a month or less. It seems I have repped everyone I want to. I actually have no idea who I've given rep to. If I wanted to use it again I would have to rep a bunch of random people for random remarks. Should I keep a log?

This is a good point. This is a pretty active forum, but with a very small pool of regular to semi-regular users. I wonder if it would be worthwhile to adjust the rep system accordingly. With the current reputation settings, I wonder how many users that system is designed for.

Yes, that is why I started this thread. I agree with the concept of putting some controls in place to prevent abuse of the rep feature, but I think the "must rep 20 other people before you can return and re-rep someone" is set too high. I think a number smaller than 20 would better fit this forum's activity levels.

I believe when Salome finds some time she will look into this. She is pretty much tied up at the moment.

Ah, at the risk of sounding foolish I am going to agree with you. Twenty is to high for the forum activity level.

okie dokie, we are now set at a much lower 'speading it around' level. We have to rep 5 other folks before we can go back to repping the same person again. That seems a reasonable number...
