I'm new here, and I'm looking for someone to teach me belly dance in Saudi Arabia, in Khobar or Dhahran city.
Please if anyone can teach me or you know someone else can teach me, I'll be appreciated.

I think you will struggle finding dance classes anywhere in Saudi Arabia due to the conservative nature of life over there.

You may have some luck in one of the ex-pat compounds, but the best i could find when i was looking online was salsa classes in Riyadh!

Even in Egypt I heard of a teacher, only a few years back, who had to pass herself off as a yoga instructor in order to be allowed to keep her flat. In addition to the conservative nature of Saudi, "belly dance" is not the traditional at home dance style - so you cannot even chummy up with some locals.
