They have lime green stretch velvet and nylon lycra fabrics available. Not super cheap but you definitely get what you pay for in quality, fit and ease of selling later. Excellent customer service, too.
p.s. Doesn't your teacher offer assistance in putting together your costume? Is it for a group number? Discounts available for student groups.
In fact, I just got some accessories from L. Rose in lime green and they were inexpensive, but they don't look it!

Thank you for all the replies and links. I couldn't access the Facebook one either I'll have a look around them all and see what I can find. It's flared trousers that I need.
My teacher offers a sewing class for us to go along to and learn how to make costumes, but she charges for the classes and as well as paying for all the material, decorations, sewing equipment etc. paying to go to a class makes it very expensive! I've been to the classes before but I being a complete sewing novice I didn't find it useful as there are too many of us there and it was taking me an age to do anything, which meant paying for more classes! I think I paid about £50 for sewing classes and all I had was half a bra!
H-half a bra?!? Oh, God...
As far as decoration goes, I probably will keep it fairly simple. I don't tend to wear a lot of jewellery & when I do its not flashy so if I was to wear a jewel encrusted costume with lots of sparkle & bling it wouldn't be me!
Maybe look into a basic jewellery-making/beading class because the tricks you learn there will help you bling up your costumes without holding you to one look per garment.
