alosha, i've tried to find past threads about the whole rep thing, and here's what i've found so far:
http://www.bellydanceforums.net/chat-about-web-site/5759-spreading-about-i-dont-wanna.html
http://www.bellydanceforums.net/chat-about-web-site/5513-reputation.html
http://www.bellydanceforums.net/chat-about-web-site/4434-green-boxes.html
Hope these threads help clear things a bit. Frankly, I'm not much in favor of the rep system, but that's just me.
I think (not sure) people earn a small amount of rep according to how many posts they have, but the majority of rep comes from those bestowing it upon a poster when he or she says something noteworthy that others agree with. A person can only give someone else rep once every twenty times (in other words, you have to rep 19 other different people before you can give the same person rep again). I think people who make some thoughtful posts end up getting lost in the shuffle with the current system. Not only that, I suspect that there have been a few who posted like crazy in order to earn rep. To me, if people aren't careful, the rep system can turn out like a bad popularity contest.
Don't get me wrong, if someone says something thoughtful, informative, funny, or whatever, their contribution should get proper recognition. It's just that those little green boxes are just that: little green boxes. It's the person behind those little green boxes that matters.
Meh, just look over me, I'm a bit weird.

 I agree REP to you for that  (but maybe I'm just bitter because my idea for rewarding rep with a chocolate cake was never taken up )
Alosha: don't worry I was on here for months until I worked out what rep is, I think most newbies are in the same situation. Which goes to shows thats it's not that important. However you can kind of track your rep by clicking 'User CP' and going to the bottom of the page - sometimes people write nice messages (which is great - better than the rep itself :dance

Awwww, see there? I just tried to give you rep, but I couldn't! I've always thought your Chocolate Cake Rep System was the best! Too bad Salome and Anatoly (I think I spelled his name wrong) can't figure out how to give cyber chocolate cake... XD
I send rep as virtual hugs..... Reps reps reps
It would also be really nice if you got notification of rep. It's nice to know what you got it for
