Advice on making a corset hip belt

Hi Ladies,

I am currently in the process of making my first hip belt -- without a pattern. I have never really sewed anything, except for curtains and a tea pillow case. I'm trying to make a 4 pannel corset hip belt out of a beeeeautiful peacock colored oriental brocade. The pattern is all measured and drawn out, but i was just wondering if i should put a layer of a heavy material behind the pretty fabric and if it's ok to glue the sequenced fringe along the bottom? Any other advice would be much appreciated!

Yes. Something stiff if you can.

thanks! im going to be using some denim from an old pair of jeans for it
