There is only 1 candelabra. This is several photos of the same candelabra from different angles and the headpiece can be tightened.

Oops, misread the post, two tier, not two candelabras hahaha. So what is the tightest you can put it on?

It fits any head under 23" by either tightening and/or adding padding.
